This report assesses the corporate governance framework of Bulgaria’s state-owned enterprises (SOEs) against the OECD Guidelines on Corporate Governance of State-Owned Enterprises. It examines the main characteristics of the SOE sector and identifies key governance challenges, including the need for stronger ownership coordination, more independent and qualified boards, enhanced transparency, and improved disclosure at both the enterprise and state levels. The report highlights ongoing efforts to ensure a level playing field between SOEs and private companies, particularly in commercially oriented activities. It provides policy recommendations to support the government in strengthening corporate governance practices and aligning them with international standards.
