The development of the OECD People-centred Justice Framework and Principles has been led by Tatyana Teplova, Head of Division, OECD Public Governance Directorate, under the direction of Elsa Pilichowski, Director of Public Governance.
The Framework received a major drafting contribution from Geoff Mulherin, Director, Law and Justice Foundation of New South Wales, under the guidance of Tatyana Teplova and with support and drafted input from Justice Policy Analysts Juan José Martinez Layuno, María Pascual and Martyna Wanat, OECD Public Governance Directorate. Chloé Lelievre and Melissa Sander provided co-ordination support.
This publication builds on decades of international access to justice research, including the work started by Hazel Glenn and others, and it is the result of contributions from a wide range of sources and expertise. Special appreciation is due to the Members of the OECD Advisory Group on Access to Justice, participants of the Technical Consultation on the preliminary version of the Framework for People-centred Justice held in February 2021, as well as to those who attended the 2021 OECD Global Roundtable on Access to Justice and the previous annual Roundtables, who provided valuable input and feedback regarding the structure, contents and next steps for the Framework.
