Development Assistance Committee (DAC) peer reviews serve both learning and accountability. This report is the result of an in-depth consultation and review process. It was produced by a review team comprising peer reviewers from Austria (Luitgard Hammerer, Austrian Development Agency, and Reinhold Gruber, Federal Ministry for European and International Affairs, Republic of Austria) and Czechia (Hana Volná, Ministry of Foreign Affairs of the Czech Republic, and Milan Konrád, Permanent Delegation of the Czech Republic to the OECD), together with an Observer from Finnish Development NGOs Fingo (Outi Hakkarainen). From the OECD Development Co-operation Directorate, Anita King, Policy Analyst, served as the lead analyst for the review, together with Ashley Palmer, Policy Analyst. Renwick Irvine, Team Lead Peer Reviews, oversaw the review. Agustina Vierheller provided logistical assistance and formatted and produced the report. The report was prepared under the supervision of Mayumi Endoh, Deputy Director of the Development Co-operation Directorate and Acting Head of Division, Reforms and Partnerships for Development Impact. The report was edited by Susan Sachs.
The team are grateful for valuable inputs from across the Development Co-operation Directorate including from the Financing for Sustainable Development Division and the Policies and Networks Division in particular the Gender Equality team, and the OECD, in particular the Centre for Tax Policy and Administration; the Directorate for Financial and Enterprise Affairs; the Directorate for Legal Affairs; and the Environment Directorate. Written submissions from a selection of Finland’s partners helped to focus and enrich the review, including a comprehensive written submission from Finnish Development NGOs Fingo.
The Peer Review of Finland benefited throughout the process from the commitment and dedication of representatives of Finland’s Ministry for Foreign Affairs. The review team is also thankful to Finland’s Embassy in Tanzania, who ensured smooth contact with local counterparts as well as documentation, insights and logistical support.
