This paper, analysing the current neurotechnologies policy landscape and company practices, and mapping how neurodata are collected, transformed, and used throughout the data lifecycle, is joint work by two OECD Working Parties: the Working Party on Biotechnology, Nanotechnology and Converging Technologies (BNCT), under the aegis of the Committee for Scientific and Technological Policy (CSTP), and Working Party on Data Governance and Privacy, under the aegis of the Digital Policy Committee (DPC).
The paper was authored by Laura Kreiling and David Winickoff of the Science, Technology and Innovation Policy Division (STP), and Limor Shmerling Magazanik and Christina Michelakaki from the Data Policy, Privacy and Online Safety Division (DPPS), of the OECD's Directorate for Science, Technology, and Innovation.
The joint project benefitted from the oversight of Alessandra Colecchia, Head of the Science and Technology Policy Division, and Clarisse Girot, Head of the Data Policy, Privacy and Online Safety Division. The authors wish to thank the 16 neurotechnology companies that participated in the data-mapping study which allowed for the collection of the unique data presented and analysed in the paper. Authors are also grateful to BNCT and DGP delegates and experts for their valuable comments and feedback during the preparation of the paper. Sylvain Fraccola developed the infographics and contributed to the publication and communication of the paper.
