The ToC begins by identifying a series of measures for each of the YG+P lines of action. It describes these measures in a broad manner, as it is important to consider the realities of each autonomous community when implementing them. From a monitoring and evaluation perspective, the measures taken should reflect the geographical specificities of each autonomous community. However, the expected outputs of each line of action will be the same for all regions. This will allow the use of common indicators for the whole country.
The term “outputs” refers to the deliverables (tangible goods, services and products) produced by each line of action. All the outputs combined help towards achieving the plan’s expected outcomes. The general measures and specific outputs of each line of action, which will contribute to the expected outcomes, are detailed below.
Line 1: Career guidance. This line of action cuts across the plan’s two expected outcomes. Its measures aim to consolidate a career guidance service run by qualified counsellors and available throughout the national Youth Guarantee system (SNGJ). This service should provide young people with personalised, professional support as they develop their careers and business projects, helping them to access stable, good-quality jobs.
General measures. These are divided into three blocks:
establishment of mechanisms to improve the quality and effectiveness of career guidance
creation of specialised career guidance services for specific topics and groups of people
implementation of an effective referral and follow-up system.
Outputs. According to the ToC, implementing Line 1 measures will produce the following outputs:
Output 1.1. An effective, high-quality and inclusive career guidance system that supports individuals with career development and business projects.
Output 1.2. Personalised support programmes, established in collaboration with the business community, that are adapted to the labour market and the educational level of the beneficiaries.
Line of action 1 is based on several assumptions. Line 1 outputs will help towards achieving the plan’s expected outcomes, assuming that:
A1: the career guidance staff have sufficient training, skills, resources and support.
A2: the career guidance staff co‑ordinate their work with the other lines of action effectively.
A4: career guidance actions are adapted to the labour market and take into account young people’s various needs, interests and educational levels, in order to equip them for the sectors where demand for labour is highest.
A5: career guidance services report on personalised itineraries put in place to support vulnerable young people to enter the labour market.
A7: across the lines of action, young people have agency to choose their own paths towards decent work. The certification and job-matching processes are part of a flexible and effective career guidance and training system, linked to the world of work, and are mindful of individuality and diversity.
Expected outcome 1: Young people’s personal and professional skills and competencies are enhanced, increasing their employability and their ability to make career decisions
As Figure A A.1. shows, lines of action 1 and 2 should help towards achieving the plan’s first expected outcome. Both lines will help young beneficiaries to acquire the necessary skills and competencies and gain professional experience, thus improving their employability and facilitating their labour-market insertion.
Line 2: Training. This line encompasses the training actions carried out by Spain’s national qualification system and its vocational-training-at-work programmes, which offer apprenticeships, training, retraining or reskilling, dual-learning initiatives and schemes alternating training with work (sandwich courses).
General measures. These are divided into three blocks:
sandwich courses offered through workshop schools, employment workshops and mixed employment-training programmes
training designed to increase employability, reflecting the needs of the business community
identification of key national or regional sectors, and training in those sectors.
Outputs. According to the ToC, implementing Line 2 measures will produce the following outputs:
Output 2.1. Effective, high-quality and inclusive training.
Output 2.2. Training programmes adapted to the needs of the labour market to ensure beneficiaries are highly employable, designed in partnership with the business community.
Lines of action 1 and 2 are based on several assumptions. Line 1 and 2 outputs will help towards achieving the plan’s expected outcomes, assuming that:
A1: the technical staff have sufficient training, skills, resources and support.
A2: all staff from lines 1 and 2 co‑ordinate their work and ensure their actions complement each other.
A3: career guidance and training are linked to active employment, labour, economic and industrial policies, and are offered on an ongoing basis.
A4: career guidance and training actions are adapted to the labour market and take into account young people’s various needs, interests and educational levels, in order to equip them for the sectors where demand for labour is highest.
A5: career guidance services report on personalised itineraries put in place to support vulnerable young people to enter the labour market.
A6: the training offer is attractive to young people.
A7: across the lines of action, young people have agency to choose their own paths towards decent work. The certification and job-matching processes are part of a flexible and effective career guidance and training system, linked to the world of work, and are mindful of individuality and diversity.
Expected outcome 2: Decent and inclusive employment opportunities are generated for young people, especially the most vulnerable
As Figure A A.1. shows, lines of action 3 and 5 should help towards achieving the plan’s second expected outcome, by generating decent and inclusive employment opportunities for young people, particularly for those groups that face the most significant barriers to finding or keeping a job.
Line 3: Employment services. This line encompasses actions or activities that aim to encourage employers to create or maintain positions in their businesses for young people, particularly for those groups that face the greatest barriers to finding or keeping a job. These groups include persons with disabilities, persons at risk of social exclusion, including those receiving the minimum living income, people with family responsibilities, and women who have experienced gender-based violence.
General measures. These are divided into three blocks:
promotion of permanent contracts
promotion of work in specific sectors
actions to align supply with demand.
Outputs. According to the ToC, implementing Line 3 measures will produce the following outputs:
Output 3.1. Effective job-search support mechanisms specifically designed for young people.
Output 3.2. Partnerships with the business community to increase the offer of first professional experiences for young people.
Output 3.3. Hiring incentives and grants to increase the offer of good-quality jobs.
Line 5: Entrepreneurship. This line’s measures aim to promote entrepreneurship, self-employment and the social economy, in particular initiatives that boost and encourage local, inclusive and sustainable economic development.
General measures. These are divided into three blocks:
Outputs. According to the ToC, implementing Line 5 measures will produce the following outputs:
Output 5.1. Mechanisms to support entrepreneurship, adapted to market needs.
Output 5.2. Incentives and grants to support entrepreneurship.
Lines of action 3 and 5 are based on several assumptions. Line 3 and 5 outputs will contribute towards achieving the plan’s second expected outcome, assuming that:
A1: the technical staff have sufficient training, skills, resources and support.
A2: staff from lines 3 and 5 co‑ordinate with staff from lines 1 and 2 to ensure their actions complement each other.
A3: the technical staff build strong relationships with the private sector and local organisations.
A4: the private sector and social actors show interest in collaborating with the YG+P.
A5: the economic context favours the labour-market integration of young people, especially the most vulnerable groups.
A6: Incentives and grants generate offers of good-quality, long-term jobs.
Cross-cutting expected outcomes
The plan’s ToC establishes two further lines of action for YG+P implementation, which cut across the other lines.
Line 4: Equality of opportunity in access to employment. This cross-cutting line of action aims to establish substantive equality between women and men in access to employment and ensure that a gender perspective is applied in all YG+P actions. The ToC establishes gender equality and non-discrimination as an objective in itself but also makes it a cross-cutting objective applicable in all the lines of actions to support the achievement of the plan’s results. This line encompasses actions and activities to promote equal opportunities in access to employment. They advance gender equality (the first block of measures) and the principle of equality and non-discrimination, which covers a range of characteristics (second block).
General measures. These are divided into two blocks:
promotion of work-life balance, co-responsibility and gender equality
cross-cutting integration of the principle of equality and non-discrimination into the day-to-day operation of the Youth Guarantee Plus.
Outputs. According to the ToC, implementing Line 4 measures will produce the following outputs:
Output 4.1. Staff at the Public Employment Services (PES) are trained to ensure substantive equality in access to employment.
Output 4.2. Measures are in place to support and incentivise the business community to guarantee equality of access to employment and equal opportunities in regard to keeping a job.
Output 4.3. Awareness campaigns for substantive gender equality.
Line of action 4 is based on several assumptions. Line 4 outputs will help improve equal opportunities in access to employment, assuming that:
A1: the technical staff from Line 4 have sufficient training, skills, resources and support to collaborate with the other lines of action.
A2: staff from lines 1, 2, 3 and 5 co‑ordinate with staff from Line 4 and ensure their actions complement each other.
A3: a strong relationship is established with the private sector and local organisations to promote equal opportunities in access to the labour market.
A4: the private sector and social actors show interest in ensuring equal opportunities in access to employment.
Line 6: Improvement of the institutional framework. This line encompasses actions, measures and activities to improve the management of the SNGJ, to enhance internal collaboration, co‑ordination and communication, and to modernise the system. This line will be instrumental in ensuring the plan’s effectiveness and therefore the achievement of its ultimate objectives: preparing young people for the labour market and helping them enter it.
General measures. These are divided into two blocks:
