This report is part of the technical assistance project “Strengthening policies and governance arrangements within the Spanish National Employment System”, conducted by the Directorate of Employment, Labour and Social Affairs of the OECD. The report was produced in collaboration with the State Public Employment Service (SEPE) and funded by the European Union via the Technical Support Instrument. The project was implemented by the OECD in co-operation with the Reform and Investment Task Force of the European Commission.
This report presents the results and recommendations of the mid-term evaluation of the Youth Guarantee Plus Plan 2021‑27 for decent work for young people, a strategy presented by the Secretary of State for Labour and Social Economy and approved by Resolution 10587/2021 of 24 June (Consejo de Ministros, 2021). It analyses the context in which the evaluation was carried out, describes the evaluation approach and methodology, and presents the results. It ends with the conclusions of the evaluation exercise and a series of recommendations for improving programme implementation.
