The 2019 edition of the OECD Development Co-operation Report was prepared under the overall leadership of Jorge Moreira da Silva, Director of the OECD Development Co-operation Directorate (DCD). Rahul Malhotra, Head of the Review, Results, Evaluation and Development Innovation Division, DCD, provided strategic guidance and oversight. Ida Mc Donnell is the team lead, manager and substantive editor of the report. The report is produced by a dedicated and productive team – thanks to Stacey Bradbury, Sara Casadevall Belles, Claudio Cerabino, Stephanie Coic, Jason Essomba, Sofia Galanek, Katia Grosheva, Samuel Pleeck and Jessica Voorhees.
The Chair of the OECD Development Assistance Committee, Susanna Moorehead, provided strategic guidance, insights and advice. Members of the DAC contributed to and shaped the overall concept for the report at a special informal meeting dedicated to the report in May 2019.
Chapter 1 was co-authored by Ida McDonnell and Justin Cremer, with excellent research assistance and substantive input from Samuel Pleeck. A DCD-wide team of experts and colleagues in their teams and divisions helped to co-create this year’s development co-operation story.
