Abstract

The Scientific Policy of the State (PNP) outlines the nation's strategic objectives for advancing its higher education and research sectors. The policy emphasizes the integration of Polish research institutions into the European Open Science Cloud (EOSC)

It incorporates open access principles and outlines the roles and responsibilities of stakeholders in promoting access to research data, with an emphasis on data sharing, public access, and ethical compliance. These policies are aligned with broader European and international standards for open science, aiming to foster transparency, collaboration, and the reuse of publicly funded research data.

Responsibilities Defined for Open Access:

Researchers must ensure the proper management, documentation, and sharing of research data in open access repositories, and comply with ethical and legal standards. The policy encourages the use of Data Management Plans (DMPs), which researchers must submit with their research proposals. DMPs outline how research data will be managed, stored, and made accessible, ensuring that open access principles are incorporated from the beginning of a project.

Institutions must provide infrastructure, training, and support for researchers to ensure that open access policies are followed. They facilitate the storage and long-term preservation of data.

Funding Bodies must require the development of Data Management Plans (DMPs) and the sharing of research data as part of the funding conditions. They provide the necessary resources to facilitate open access. They are also responsible for supporting the development of data management frameworks, ensuring that data is deposited and made available according to national and international standards.

Data Repositories must ensure that research data is stored, preserved, and made publicly available in a usable format.

Background

The Scientific Policy of the State is a document resulting from the provisions of Art. 6. – Act - Law on Higher Education and Science. (Dz.U.2020.85). In accordance with the provisions of the Act, "The Council of Ministers shall determine the scientific policy of the State. The state's scientific policy is a strategic document setting out the priorities for the functioning of the higher education and science system. The implementation of the state's scientific policy shall be evaluated at least once every 5 years.” The document respects the fundamental values of higher education and science system: the freedom of teaching, artistic creation, research and publication of its results as well as the autonomy of higher education institutions, operating in compliance with international standards, ethical principles and good practices in the field of education and scientific activities, and taking into account the particular importance of social responsibility of science (Article 3 of the Law on Higher Education and Science).

Objective(s)

To promote Open Science by actively participating in the EOSC, Poland seeks to facilitate broader access to scientific data and resources, fostering collaboration and innovation.

To uphold Research Freedom, ensuring that scientific activities are conducted in an environment that respects and promoting the autonomy of researchers.

To position Polish science to effectively respond to the challenges and opportunities presented by globalization and technological advancements.
