Ireland is implementing its National Action Plan for Open Research 2022-2030, a national policy framework that aims to achieve three strategic objectives by 2030: fostering a culture of open research, securing 100% open access to research publications, and enabling FAIR research data and other research outputs. Implementation of the Plan is led by the National Open Research Forum (NORF) and overseen by the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) and the Higher Education Authority (HEA), within the broader framework of Impact 2030: Ireland’s Research and Innovation Strategy. Open Research is a key component of Impact 2030, contributing to strategic objective of embedding consistent good research practices to enhance research excellence and quality. The National Open Research Fund serves as the principal funding instrument for implementing the Plan, providing financial support to projects and initiatives that support national open research priorities. Funding is provided by DFHERIS, and administered through the HEA to support initiatives identified by NORF.
