OECD actively engages in promoting Open Science. The recommendation provides a framework for countries and organizations to follow in developing and implementing data-sharing policies and practices:

- Technical Standards: Encourage the use of common standards for data collection, management, and sharing, including adherence to the FAIR principles (Findable, Accessible, Interoperable, Reusable).
- Incentives and Rewards:Encourage data sharing through incentives for individuals and organizations, such as recognition for data stewardship in research assessments.
- Capacity Building: Provide training and support to stakeholders, ensuring they have the skills to manage, share, and reuse data effectively.
- Legal and Ethical Frameworks: Develop legal and ethical policies that safeguard privacy, intellectual property rights, and data security while enabling data access.
- Infrastructure Development: Support the creation and maintenance of infrastructure to facilitate secure and efficient data sharing.
