National Security Presidential Memorandum 33 (NSPM-33)

Abstract

National Security Presidential Memorandum 33 (NSPM-33) promotes the use of author IDs as an element of research security. These identifiers help ensure the integrity and traceability of research contributions, supporting data citation and credit. The Office of Science and Technology Policy (OSTP) has provided guidance on implementing NSPM-33, highlighting the role of DPIs in simplifying disclosure requirements and reducing administrative burdens. The guidance document encourages the use of digital persistent identifiers (DPIs) like ORCID to enhance transparency and accountability in research.

NSPM-33 defines a digital persistent identifier as "a unique digital identifier that permanently and unambiguously identifies a digital object or an individual." Federal agencies that conduct or fund research are directed to establish policies mandating the use of DPIs for researchers during funding applications and reporting processes.

Background

The memorandum was issued in response to increasing concerns about foreign government interference in US research. It directs federal agencies to implement measures that enhance research security without compromising the openness of the research environment. NSPM-33 was issued on January 14, 2021, with implementation guidance released in January 2022.
