Malaysia Open Science Platform (MOSP)

Abstract

Malaysia Open Science Platform (MOSP) serves as a trusted repository for sharing raw research data, aiming to bridge the gap between research, innovation, and commercialization, thereby enhancing Malaysia's innovation capabilities. It provides a centralized platform for the Malaysian research community to share and access research data, thereby promoting transparency, collaboration, and innovation across various scientific disciplines. It fosters collaboration by enabling cross-institutional data sharing, connecting Malaysian universities, research institutes, and international partners.

MOSP ensures data adheres to FAIR principles. Metadata and datasets are indexed for easy discovery via a searchable database. Data can be retrieved through standardized protocols, including APIs. Data formats and standards are compatible across different disciplines and platforms.

MOSP uses standardized metadata to enhance data discovery and accessibility. It assigns persistent identifiers (such as DOIs) to datasets, ensuring they remain easily accessible and citable over time. It includes robust search and filtering functionalities, allowing users to locate datasets relevant to their research needs quickly.

MOSP provides mechanisms for restricted access to sensitive or proprietary data, allowing researchers to define appropriate sharing permissions. Access levels include open, embargoed, and restricted data sharing.

Background

The Malaysia Open Science Platform (MOSP) is an initiative launched by the Ministry of Science, Technology, and Innovation (MOSTI) in 2019, with the pilot phase managed by the Academy of Sciences Malaysia (ASM). This initiative is in line with international practices in the Open Science movement and the international principle of making research data Findable, Accessible, Interoperable and Reusable (FAIR) to democratize knowledge. MOSP underwent a pilot phase starting in 2019, involving five research universities: Universiti Malaya, Universiti Sains Malaysia, Universiti Putra Malaysia, Universiti Teknologi Malaysia, and Universiti Kebangsaan Malaysia. This phase focused on developing the platform's infrastructure and aligning it with national priorities and international best practices.

On 14 July 2022, a collaboration agreement signing ceremony for the Malaysia Open Science Platform (MOSP) pilot project was organized by the Academy of Sciences Malaysia (ASM). This agreement was signed between the five research universities and ASM for the development of MOSP. The Malaysia Open Science Platform (MOSP), managed by the ASM, was officially launched on May 16, 2023.

To bridge the gap in the research ecosystem.|To draft a National Policy and Guideline on Open Science.|To develop localized training module to train and upscale trainers (especially librarians) into Digital Data Librarians/ Data Librarians/ Data Curators.|To develop a platform architecture of technical specification as a prototype prior to the full deployment.
