This report provides an analysis of how innovation and emerging techniques (ETs) are defined, recognised and evaluated within the context of Best Available Techniques (BAT) across up to seven governments or regions: People's Republic of China, Czechia, the European Union, the Flanders region of Belgium, Korea, the United Kingdom and the United States. It leverages practices shared by OECD experts to underscore the obstacles to innovation and suggest approaches for addressing these issues. The report examines government practices for addressing ETs and investigates strategies to promote innovation. Notably, it features case studies on ETs related to managing emissions and releases of per- and polyfluoroalkyl substances (PFAS), as well as decarbonisation efforts. By evaluating these practices and providing recommendations, this report seeks to encourage regulatory policymakers, industry leaders and stakeholders to integrate innovation and ETs when identifying the BAT for enhancing industrial pollution control and prevention while keeping pace with the rapid developments in industrial technology.
