Over the monitoring period, the Cayman Islands received 230 requests and did not send any requests. The Cayman Islands reported providing full and final responses in 94.8% of all the received requests, 1.3% of requests were withdrawn by requesting jurisdictions and 3.9% of requests are pending. Information requested by peers included legal ownership information, beneficial ownership information, accounting information and banking information. The Cayman Islands reported an overall deterioration in the timeliness of their responses. Only 23% of the requests were replied to within 90 days, 53% within 180 days, and 70% within a year, which constitutes backsliding compared to the situation at the time of the 2017 Report. The Cayman Islands did not provide information on the timely provision of status updates during the monitoring period and indicated that status updates were provided on a case-by-case basis.
Ten peers provided input on the Cayman Islands. Peers have reported general satisfaction with their EOIR experience with the Cayman Islands. However, five peers have commented on issues with timeliness of responses, lack of status updates and/or lack of timely acknowledgement of EOI requests.
In light of the backsliding with regard to the timeliness of responses, a new recommendation is issued to the Cayman Islands under Element C.5 (see paragraph 0). The Cayman Islands is recommended to implement suitable measures, including securing adequate resources, so it can provide the requested information in a timely manner in all cases in line with the standard.
The Cayman Islands should submit a schedule for completion of steps to address the recommendation along with an update on the progress made by 31 March 2027.
Based on peer input on the inconsistent and delayed provision of status updates, a new recommendation is issued to the Cayman Islands under Element C.5 (see paragraph 0). The Cayman Islands is recommended to ensure effective communication with treaty partners, including systematically providing them with status updates when it is unable to provide a response to a request within 90 days.
