Global Forum on Transparency and Exchange of Information for Tax Purposes

29/10/2025 - The Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) and the Asian Development Bank (ADB) are supporting Armenia in the effective implementation of the Common Reporting Standard (CRS) for the automatic exchange of financial account information. From 21 to 23 October 2025, the Global Forum Secretariat and the ADB carried out a high-level mission in Yerevan, meeting with senior Armenian officials from the Ministry of Justice, the State Revenue Committee (SRC) and the Central Bank of Armenia (CBA), including the Deputy Minister of Justice, the Deputy Chairman of the SRC, and members of the senior management of the  CBA.

Discussions with the SRC and CBA focused on strengthening Armenia’s CRS legal framework, developing a robust administrative compliance strategy, and ensuring the effective use of information received from exchange partners. A dedicated session was also held with representatives from Armenia’s financial sector to exchange on the CRS technical requirements and compliance obligations. 

Armenia having successfully conducted its first exchanges under the CRS in September 2025, this mission provided an important opportunity to consolidate its implementation efforts and to enhance understanding of the requirements of the Global Forum’s peer review process.

The Global Forum Secretariat and the ADB are closely co-operating in the Asia-Pacific region to promote and support the implementation of the tax transparency standards that are critical to the fight against cross-border tax evasion and the mobilisation of sustainable domestic resources. 

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement the standard on transparency and exchange of information on request and the standards of automatic exchange of information, covering financial accounts data and crypto-asset transactions. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
