Due to the COVID-19 health crisis, the 2020 plenary meeting was held virtually, from 9 to 11 December 2020. The overarching theme was "Transparency for tax purposes in the time of COVID-19 – Working together to promote the fairness of tax systems and generate revenue."
- Day 1 was broadcast live and featured high level speakers. Discussions revolved around the role of transparency and exchange of information for tax purposes during and in the aftermath of the pandemic, and how it could promote the fairness of tax systems and facilitate revenue mobilisation in light of strained national budgets.
- Day 2 was be open to delegates, observers and invitees only. It highlighted the Global Forum's progress and the challenges it faced in 2020.
- Day 3 was open to delegates and observers only. It was dedicated to the adoption of documents by the Global Forum.
