Regional Policy Dialogue on Business Integrity

Based on the findings of the first OECD Anti-Corruption Trends in Eastern Europe and Central Asia: Strategic Frameworks and Business Integrity report released 7 July, this webinar will focus on the public policy measures designed to promote integrity in business operations. It will explore relevant provisions in corporate governance legislation, requirements for the disclosure of company beneficial ownership information, awareness-raising and capacity-building activities and incentives targeting the private sector, and integrity safeguards in the management of major state-owned enterprises.   

The session will highlight experience and successful practices from selected ACN countries through a moderated question-and-answer panel involving their representatives, followed by a discussion in which both in-person and online participants will be invited to contribute through their comments and questions.

The working languages of this session are English and Russian. 

The OECD Anti-Corruption Network for Eastern Europe and Central Asia Work Programme for 2023-2026 envisages regional policy dialogue sessions as part of the annual ACN Steering Group meetings.

These dialogue sessions aim to promote examples of successful anti-corruption reforms and allow for participants to exchange their experiences on the areas covered by the Work Programme.

Regular anti-corruption trends reports on the region are foreseen as evidentiary basis for these sessions. These reports aim to identify regional trends, achievements, challenges and good practices in anti-corruption efforts of the ACN governments using regional Key Performance Indicators (KPIs) as a standard framework for analysing anti-corruption trends in the ACN region. 

The OECD's Anti-Corruption Network for Eastern Europe and Central Asia (ACN) Plenary meeting will be held on 8-9 July 2025 at OECD headquarters in Paris, France. The plenary meeting will include the 24th Istanbul Anti-Corruption Action Plan (IAP) Monitoring meeting and the 30th ACN Steering Group meeting. Outside of the regional dialogue session on business integrity, the Plenary is invitation only. 

During its 30th meeting, the Steering Group will review the implementation of the ACN Work Programme 2023-2026 and discuss the next steps for developing the ACN Work Programme 2027-2030. The Steering Group also includes the aforementioned Regional Policy Dialogue session for the second year running. 

The 24th monitoring meeting will discuss the IAP Fifth Round of Monitoring Reports on Armenia, Azerbaijan, Moldova and Ukraine. Following presentations of draft monitoring reports, rapporteur countries assigned to each monitored country will ask additional questions.

The ACN is a regional anti-corruption initiative established under the OECD Working Group on Bribery (WGB). It supports Eastern Europe and Central Asia countries in their fight against corruption by providing a regional forum for promoting anti-corruption activities, peer review, and facilitating engagement and experience sharing on good anti-corruption practices.

It involves Albania, Armenia, Azerbaijan, Bosnia And Herzegovina, Bulgaria, Croatia, Estonia, North Macedonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Mongolia, Montenegro, Romania, Serbia, Slovenia, Tajikistan, Turkmenistan, Ukraine And Uzbekistan And Kosovo* (*This designation is without prejudice to positions on status, and is in line with United Nations Security Council Resolution 1244/99 and the Advisory Opinion of the International Court of Justice on Kosovo’s declaration of independence). In response to Russia’s large-scale aggression against Ukraine, the OECD Council has decided to suspend the participation of Russia and Belarus in OECD bodies.
