The past fifteen years have seen unprecedented progress in the global fight against tax evasion, with sizable revenue benefits for governments worldwide. Voluntary disclosure programmes, offshore tax investigations and related measures have generated more than EUR 135 billion in additional revenues to date, while 128 jurisdictions are now committed to start the automatic exchange of financial account information (AEOI) under the Common Reporting Standard by a specific date. In 2024, countries exchanged information on more than 171 million financial accounts, representing nearly EUR 13 trillion in total assets, offering further proof that multilateral co-operation has effectively put an end to bank secrecy for tax purposes. More than 70 jurisdictions have thus far committed to implement the recently developed Crypto-Asset Reporting Framework (CARF), with first automatic exchanges of information on crypto assets transactions to start from 2027.
The Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) will discuss the latest developments in the fight against tax evasion during its annual Plenary meeting on 2-4 December 2025, in New Delhi, India. The event will bring together ministers, tax commissioners, other high-level authorities and delegates from the Global Forum member jurisdictions, non-member countries, international organisations and academia for three days of discussions.

The Global Forum is the leading multilateral body mandated to ensure that relevant jurisdictions around the world adhere to and effectively implement the exchange of information on request standard and the standards for automatic exchange of information, covering financial accounts data and crypto-asset transactions. It pursues these objectives through a robust monitoring and peer-review process for countries worldwide, and by running an extensive capacity-building programme to support its members in implementing and using the tax transparency standards to fight tax evasion and mobilise domestic resources.
The 2025 Global Forum Annual Report will be published on Tuesday 2 December, at 7:00 CET (Paris time). The report includes the latest impact figures of the Global Forum, detailed overviews of its capacity-building, monitoring and peer-reviewing activities, and offers an informed perspective on current and future challenges for the global transparency agenda.
Enhanced Monitoring Report on the Implementation of the Standard on Transparency and Exchange of Information on Request 2025 will be published on the same day. In 2025, the Global Forum transitioned to an enhanced monitoring process to efficiently and effectively monitor jurisdictions’ compliance with the standard on transparency and exchange of information on request (EOIR) on an ongoing basis. This first enhanced monitoring report includes the findings for a first set of 25 jurisdictions. It presents the jurisdictions’ progress in addressing their recommendations, evaluates their experience with their exchange partners and indicates further actions expected from them.
The Global Forum will also publish Crypto-Asset Reporting Framework: 2025 Monitoring and Implementation Update, which sets out the latest information on the Global Forum’s processes in relation to the Crypto-Asset Reporting Framework and the commitments to implement it, and Peer Review of the Automatic Exchange of Financial Account Information Update 2025. The latter presents the latest conclusions of the peer reviews of the legal frameworks put in place to implement automatic exchange on financial accounts and of the effectiveness of their implementation in practice. It supplements the results published in previous years and also contains an update on the second round of effectiveness reviews being conducted.
