New Horizons in Capacity Building for Tax Transparency
Launched in 2011, and responding to the growing share of developing jurisdictions within the Global Forum membership, our capacity-building programme has intensified and expanded over the years to cover new areas. These activities are empowering jurisdictions in their fight against tax evasion and other illicit financial flows, ultimately helping them enhance their domestic resource mobilisation. Globally, developing countries have identified at least EUR 30 billion through voluntary disclosure programmes and offshore tax investigations since 2009.
The 2023 Global Forum Capacity Building Report sheds light on the Global Forum’s capacity-building and outreach activities carried out throughout 2022 in support of the global implementation of the tax transparency standards (exchange of information on request (EOIR) and automatic exchange of financial account information (AEOI)). It provides numerous figures and case studies testifying of the impactful results achieved so far.

The delivery of the Global Forum’s capacity-building programme is only made possible thanks to the financial support and the trust of our donor partners.
“Let me thank the Global Forum for its leadership on transparency and cross-border co-operation to fight tax evasion and avoidance. In today’s highly digitalised and globalised world, abusive tax practices transcend physical borders. International co-operation is critical. With its membership of 165 jurisdictions, the Global Forum does exactly this. It sets the ground for successful cross-border tax investigations, it gives countries better tools to prevent tax evasion and avoidance. It provides powerful means for improving domestic revenue mobilisations and fairness of tax systems.”
