This report is one of a set of case studies undertaken as part of the Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the COVID-19 Pandemic. It presents findings on the relevance, coherence, effectiveness and efficiency of the international response to the COVID-19 pandemic in Lebanon, and highlights lessons for future crises. Lebanon, a lower-middle income country in the Eurasia region, was selected due to its complex crisis context, including ongoing political and economic instability compounded by the COVID-19 pandemic. Overall support to Lebanon actually declined during the study period. Despite valuable support from international partners, Lebanon’s experience demonstrates how interconnected challenges can hamper positive outcomes.
