This report was written by an OECD Secretariat team led by Jonathan Chaloff. The report draws on 11 interactive study tours organised in collaboration with the Swiss State Secretariat for Migration, the French Office for Immigration and Integration (OFII), the Home Office and DfID in the United Kingdom, Fedasil in Belgium, BMZ, BMI and GIZ in Germany, the Ministry of Immigration and Integration and Ministry of Foreign Affairs in Denmark, the Swedish Migration Agency and DELMI in Sweden, and UDI in Norway. GIZ and OFII partnered in organising study tours in Tunisia, Kosovo and Senegal. IOM participated in all the study tours and workshops. The participants from governments, international organisations, civil society and research are too numerous to mention individually. Support for organising these study tours and the workshops, as well as research support, was provided by Shirin Abrishami Kashani, Maria Vincenza Desiderio, Nicole Fusi and Adam Hussain. Background reports on origin countries were drafted by Samuel Hall, Eleonora Castagnone, Anna Ferro, Hélène Hammouda, Edith Arrat and Safet Fazliu. The OECD Secretariat would like to thank the German Corporation for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Cooperation and Development, for support for the project and for commenting on drafts of this report. Delegates to the OECD Working Party on Migration also provided comments.
