The OECD provided technical assistance to Portugal's National Coordination Unit for the Child Guarantee to develop structural tools to successfully implement the European Child Guarantee. This report elaborates on five recommendations provided by the OECD to Portugal in respect to the country's national action plan for the European Child Guarantee in the areas of governance, policy monitoring and data development. These recommendations are grounded in the main findings of OECD analysis on the monitoring and governance arrangements for the European Child Guarantee in Portugal. Each recommendation consists of a number of activities or a set of advice to be implemented. The recommendations also draw on learnings from other parts of the technical assistance, including international peer learning workshops and capacity building workshops. Finally, the report contains the OECD analysis of the monitoring and governance arrangements for the European Child Guarantee in Portugal, which is presented across five chapters.
