This policy paper offers evidence-based recommendations tailored to the 13 Latin American and Caribbean (LAC) countries that participated in the OECD 2020 Survey on Open Government: Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Honduras, Mexico, Panama, Peru and Uruguay. It aims to promote concerted efforts to support a vibrant civic space that safeguards the freedoms of peaceful assembly, expression and association as cornerstones of democratic expression and participation.
