Strengthening the resilience of the global semiconductor value chain is a key priority for policymakers worldwide. The high concentration of critical segments of this value chain in a limited number of regions increases vulnerability to disruptions. The OECD, through the Committee on Industry Innovation and Entrepreneurship (CIIE) and the Digital Policy Committee (DPC), is helping design policies to enhance semiconductor value chain resilience, including efforts to develop local semiconductor ecosystems.
This report, Promoting the Development of the Semiconductor Ecosystem in Costa Rica, is part of a series of OECD reports that analyses challenges and explores opportunities in the domestic semiconductor ecosystems of selected economies. OECD semiconductor ecosystem studies, prepared in close collaboration with key interlocutors in these economies, offer actionable policy recommendations to support the development or expansion of the semiconductor ecosystem.
This report examines the Costa Rican local market and economy, identifying strengths and areas for improvement, and highlights trends, key policy priorities and the institutional landscape relevant to semiconductor firms and the broader ecosystem. The report combines analysis of aggregate and firm-level economic data with insights gathered from interviews with governmental and non-governmental stakeholders.
