This report was prepared by the Fisheries and Aquaculture Unit of the OECD Trade and Agriculture Directorate (TAD) to support the accession review discussion of the COFI with Peru. It was authored and co-ordinated by Will Symes, Lorena Rivera and Claire Delpeuch with inputs from OECD colleagues Fabiana Cerasa, who was in charge of the statistics for the report, Maki Katsube and Juan Pablo Rosado. Julia Nielson (TAD Deputy Director), and Guillaume Gruère (Head of the Agriculture and Resource Policies Division) provided strategic guidance, feedback and advice. Valuable contributions and feedback were also received from Fernando Aranceta.
The report was prepared in close co-operation with Peruvian authorities, mainly the Ministry of Production. Minister César Quispe Luján presented to the COFI and exchanged views with the committee on the main challenges faced by the sector and the key priorities of the Peruvian Government. The report greatly benefited from substantive inputs and views presented by the team of experts at the Ministry of Production in Lima, notably Lourdes del Pilar Alvarez Chávez, team co-ordinator, Kelly Quispe Pandia and Ivan Camasca Giraldo. Ambassador Ana Rosa Valdivieso, Minister Luis Mayaute, Minister Gerald Pajuelo and Ms. Pierina Gonzales from the Permanent Mission of Peru to International Economic Organisations in Paris also provided valuable support to the Review process.
The OECD team also wishes to express its appreciation to the numerous government officials, fishers, aquaculture producers and other stakeholders that participated in the OECD fact-finding mission on 10‑13 June 2024 and follow-up discussions, for their valuable input and comments.
