The OECD Council decided to open accession discussions with Peru on 25 January 2022. On the 10th of June 2022, the Council adopted the Roadmap for the accession of Peru to the OECD Convention [C/MIN(2022)24/FINAL] (the Roadmap), setting out the terms, conditions and process for accession to the OECD. The Roadmap provides that in order to allow the Council to take an informed decision on the accession of Peru, Peru will undergo in-depth reviews by the OECD technical committees listed in the Roadmap, including the Fisheries Committee (hereafter COFI).
The report that follows (henceforth ‘the report’) was prepared to support the accession review discussion of the Fisheries Committee with Peru. It presents evidence and policy recommendations that aim to inform future actions by Peru to improve the effectiveness of its fisheries and aquaculture policies, with a view to developing a stronger and resilient fisheries sector and, promoting long-term sustainability and productivity. It reflects information provided in the responses to the Committee’s accession policy questionnaire, the data questionnaires, data reported under the OECD Review of Fisheries data calls, and subsequent follow-up and exchanges, as well as information collected in connection with a Secretariat’s fact-finding mission held in June 2024. The report is also based on official statistical data from different Peruvian institutions, other OECD Directorates, as well as from other international organisations, including the United Nations Food and Agriculture Organization (FAO), and scientific literature. It is guided by the Accession Core Principles as set out in the Roadmap and the analytical frameworks used by the Committee in its regular policy monitoring work, conducted for the preparation of its flagship report, the OECD Review of Fisheries. Ther report is accurate as of September 2025.
In accordance with paragraph 28 of the Roadmap, and upon request of Peru, the Fisheries Committee agreed to declassify this report and publish it under the authority of the Secretary-General, in order to allow a wider audience to become acquainted with its content. Publication of this document and the analysis and recommendations contained therein do not prejudge in any way the outcome of evaluations conducted as part of Peru’s accession process to the OECD.
