Annex A. Workshop proceedings: PCSD entry points in the next Federal Plan for Sustainable Development in Belgium

Purpose

The purpose of this workshop outcome document (guidance) is to support Belgium’s Federal Institute for Sustainable Development (FISD) in integrating Policy Coherence for Sustainable Development (PCSD) principles into the next Federal Plan for Sustainable Development (FPSD). By strengthening PCSD, Belgium can ensure that policies across sectors align with the Sustainable Development Goals (SDGs) and contribute effectively to long-term sustainability objectives.

This document builds on the discussions and key takeaways from the multi-stakeholder workshop on PCSD, facilitated by the OECD on 18 March 2025 in Brussels, as part of the EU-funded project 23BE20 – Building Policy Coherence for Sustainable Development across the federal government in Belgium, supported via the EU-funded Technical Support Instrument (TSI) in partnership with SG REFORM.

The workshop brought together key Belgian federal institutions, non-governmental stakeholders, international peers from Ireland and Portugal, and OECD experts to explore ways to enhance PCSD in policymaking and implementation. It served as a platform to collect insights, engage with stakeholders, and validate project findings to ensure that the recommendations are grounded in Belgium’s current national context and priorities.

The guidance suggests entry points for PCSD, in line with the principles enshrined in the OECD Recommendation on Policy Coherence for Sustainable Development (the “PCSD Recommendation”) and aims to offer actionable recommendations for embedding PCSD within Belgium’s next Federal Plan for Sustainable Development.

Context and Process for Elaborating the FPSD

Legal Framework and Institutional Context

Belgium’s Federal Plan for Sustainable Development (FPSD) is developed within a well-defined legal framework, as outlined in the federal law on sustainable development. This legislation mandates both the content and procedural aspects of the FPSD’s preparation. In accordance with this framework, the Interdepartmental Commission for Sustainable Development (ICSD) initiated the process of drafting the next FPSD in June 2024, ensuring alignment with the government’s international commitments, Belgium’s Long-Term Vision (LTV) for sustainable development, and national policy objectives.

The FPSD serves as a guiding instrument for federal policies, setting out key measures to advance sustainable development objectives. The plan includes indicative targets, intermediate objectives linked to international commitments, policy directives for federal public services, interdepartmental cooperation actions, and monitoring mechanisms. These elements ensure coherence and integration across federal policies, fostering a whole-of-government approach to sustainable development.

Process for Defining Key Policy Priorities

The identification of key societal challenges for the FPSD has been a structured and participatory process. The ICSD has engaged extensively with federal public services (SPF, SPP, and the Ministry of Defence) to collect insights on pressing sustainability issues within their respective competencies. This process involved requesting inputs from the heads of these institutions, leading to a synthesis of contributions and the consolidation of key thematic priorities.

The identified priorities reflect extensive analysis of multiple sources, including:

• The Federal Report on Sustainable Development and SDG indicators published by the Federal Planning Bureau.

• Recommendations from the Federal Council for Sustainable Development on SDG implementation and FPSD preparation.

• Findings from a gap analysis assessing Belgium’s progress relative to the SDGs.

Key Societal Challenges for the FPSD

The next Federal Plan for Sustainable Development could adopt a systemic approach to sustainability to effectively address key societal challenges. Several topics are submitted by the ICSD for political validation. Governance is a relevant area, requiring enhanced policy coherence, resilience, and preparedness against global crises such as climate change, pandemics, and cybersecurity threats while ensuring human rights protection and inclusive public services. In international policy, Belgium could strengthen its role in global sustainability governance by fostering cooperation on cross-border issues such as climate action, energy security, and supply chains while ensuring a just transition. Belgium could also strengthen its role regarding the impact of these public policies on developing countries in particular – a historically significant focus in Belgium.

Innovative economic models are relevant to transform production and consumption systems within planetary boundaries, promote human rights in value chains, and enhance economic resilience. Employment policies can address labour market dynamics, anticipate skills needs in sustainable sectors, and tackle labour shortages while ensuring decent working conditions. The health sector could build resilience beyond quality care, addressing broader economic, social, environmental, and psychological determinants of health.

To support sustainability, sustainable finance could mobilise public and private resources through strategic investment and fiscal instruments. Food systems require improvements in security and sustainability to address environmental and demographic pressures while promoting healthier and more equitable consumption patterns. Sustainable mobility should balance economic, social, and environmental considerations through effective modal shifts and transport efficiency measures. Finally, housing policies should ensure access to quality and affordable housing, recognizing its critical role in social integration and well-being.

Cross-Cutting Dimensions in Policy Coherence

To ensure an integrated and coherent approach, the FPSD will also systematically incorporate cross-cutting sustainability dimensions, including:

• International coherence: Considering the global impact of Belgium’s policies and ensuring reciprocal engagement with international sustainability commitments.1,2

• Leave No One Behind Principle: Prioritizing social inclusion, poverty reduction, and addressing disparities based on gender, disability, and socio-economic status.

• Planetary Boundaries: Ensuring policy measures respect environmental limits and account for Belgium’s footprint on climate, biodiversity, and natural resource use.

Integrating policy coherence into the next FPSD

The process to develop the next FPSD represents a key opportunity to embed Policy Coherence for Sustainable Development (PCSD) as a central guiding principle. By aligning with the OECD PCSD Recommendation, Belgium can reinforce institutional coordination, improve political commitment, and enhance impact assessment mechanisms.

The FPSD elaboration will incorporate insights from the OECD-facilitated workshop, which engaged key federal stakeholders in refining priorities and identifying mechanisms for strengthening policy coherence. This inclusive process can help Belgium to ensure that its next FPSD serves as a robust framework for sustainable development, fostering cross-sectoral synergies and reinforcing the country’s commitment to the 2030 Agenda.

Methodology

The development of this guidance has been based on a two-pronged methodological approach, combining an Institutional Scan with an OECD-facilitated stakeholder workshop to ensure the recommendations are both evidence-based and validated through an inclusive consultation process.

Institutional Scan

The Institutional Scan provided an assessment of Belgium’s existing policy coherence mechanisms and institutional arrangements for sustainable development at the federal level. Conducted through desk research, structured interviews, and a review of key policy documents, the scan aimed to:

• Identify strengths and gaps in Belgium’s current approach to Policy Coherence for Sustainable Development (PCSD).

• Assess institutional coordination mechanisms and their effectiveness in integrating sustainability objectives across federal policies.

• Benchmark Belgium’s performance against international best practices.

The findings from this scan formed the analytical foundation for the suggested PCSD entry points outlined in this guidance.

Stakeholder Workshop

To complement the Institutional Scan, an OECD-facilitated workshop was organised and held on 18 March 2025 in Brussels, bringing together key government stakeholders to discuss findings, validate key challenges, and co-develop practical recommendations for integrating PCSD into the FPSD. The workshop aimed to:

• Engage stakeholders from across federal ministries and agencies and from civil society to foster a shared understanding of policy coherence challenges and opportunities.

• Validate findings from the Institutional Scan by gathering insights from policymakers and practitioners.

• Co-create solutions by discussing practical tools, mechanisms, and governance arrangements that could enhance policy coherence in the next FPSD.

• Facilitate knowledge exchange through the participation of peers from Ireland and Portugal, who are undertaking similar efforts to enhance PCSD.

The workshop was structured to facilitate an in-depth exploration of PCSD through a dynamic and participatory format. The three sessions, each aligned with one of the three PCSD pillars, were designed to identify a cluster of administrative and functional tools, mechanisms, and practices that Belgium could consider integrating into its approach to PCSD in SDG implementation. The plenary sessions set the stage with insights from the OECD Institutional Scan, highlighting key issues, possible ways ahead, and international best practices relevant to each pillar. In the breakout groups, participants engaged in targeted discussions guided by OECD experts, focusing on practical initiatives to enhance PCSD within the framework of the next Federal Plan for Sustainable Development (FPSD).

The discussions applied the OECD Council Recommendation on PCSD to Belgium’s national context, priorities and needs. The workshop’s concluding session consolidated key findings, with rapporteurs presenting outcomes and OECD facilitators synthesising the insights into strategic take-aways for further consideration. These takeaways, compiled into this Guidance provide a structured input to align the FPSD more explicitly with PCSD principles, reinforcing Belgium’s commitment to sustainable and coherent policymaking.

The combination of the Institutional Scan and Stakeholder Workshop ensure that the guidance is not only rooted in robust analysis but also reflects the realities and priorities of Belgium’s federal institutions. This approach strengthens the legitimacy of the proposed recommendations and increases the likelihood of their effective implementation within the FPSD process.

The Three Pillars of PCSD and the takeaways

Belgium’s progress at the federal level is assessed against the PCSD Recommendation (OECD, 2019), which provides a comprehensive standard to equip policymakers and key stakeholders with the necessary institutional mechanisms and policy tools to enhance policy coherence, address integrated economic, social, and environmental goals, and accelerate progress on the SDGs. The PCSD Recommendation consists of eight guiding principles, structured around three main pillars:

• Pillar 1. A Strategic Vision for implementing the 2030 Agenda, emphasising political commitment and leadership for enhancing PCSD. This involves building inclusive political support, defining priority areas and key performance indicators, and ensuring that commitment to PCSD is sustained across governmental changes.

• Pillar 2. Effective and Inclusive Institutional Mechanisms for addressing policy interactions across sectors and aligning actions between levels of government. This includes whole-of-government coordination, capacity building for PCSD within public administrations, and engaging sub-national levels of government in policy coordination for sustainable development.

• Pillar 3. Responsive and Adaptive Tools to anticipate, assess, and address domestic, transboundary, and long-term impacts of policies. Adherents are encouraged to introduce regular assessments, strengthen monitoring and evaluation systems, and integrate policy coherence dimensions in evaluation systems to inform decision-making.

Building on these three pillars, the following presents an overview of the key insights and considerations that emerged from the workshop.

Pillar 1: A Strategic Vision for Implementing the 2030 Agenda

The discussion brought to the forefront the importance of establishing a clear and pragmatic strategic vision to advance Policy Coherence for Sustainable Development (PCSD) in Belgium. It was highlighted the challenges of engaging a government that currently shows limited political interest in sustainable development. Nonetheless, participants acknowledged that existing policies and legislation already contain sustainability elements that can be further leveraged. A major point of consensus was the need to shift away from a proliferation of fragmented initiatives while implementing the Belgian legal and strategic framework for SDG delivery and improving its interlinkages with the EU framework. Instead, it was suggested focusing on a smaller set of high-impact actions that demonstrate efficiency gains and improved coordination, which could appeal to both political and public audiences. The debate on revising the long-term sustainability vision (LTV) surfaced divergent views, but the participants ultimately agreed that such a revision at this stage would have limited benefits.

It was also explored how inter-ministerial collaboration can be enhanced despite political reluctance to explicitly endorse PCSD and PCD. Participants suggested embedding coherence principles directly into the upcoming Federal Plan for Sustainable Development, using specific policy themes—such as housing and food systems—as anchors for cross-ministerial action. Participants noted encouraging levels of collaboration at the administrative level, though concerns remained about how to ensure that these cooperative efforts translate into tangible impact. There was also brief discussion around budgeting, with warnings about the risk of "SDG-washing" if budget allocations are not meaningfully aligned with the SDGs or measured effectively.

Another focal point was on strengthening the institutional and political structures needed to sustain PCSD. A key recommendation was to appoint a “PCSD Ambassador” at the federal level, ideally one of the Vice Prime Ministers, to champion the agenda and ensure it gains traction in the political sphere. However, the participants acknowledged that this may face feasibility challenges. Reviving the Interministerial Conference for Sustainable Development was also proposed as a mechanism to facilitate strategic coordination across different levels of governance. Additionally, participants pointed to the potential 2028 Voluntary National Review (VNR) as a critical opportunity to re-centre PCSD and PCD in Belgium’s sustainable development narrative. They also stressed the importance of equipping administrative staff with sufficient resources and time to work effectively on coherence, and they encouraged adopting systematic policy screening tools—such as Italy’s policy coherence matrix—to detect and address inconsistencies.

Summary of key challenges identified by workshop participants:

• Limited political engagement and fragmented initiatives hinder progress on PCSD and PCD.

• The effectiveness of coordination mechanisms is limited.

• Administrative capacity is constrained, with risks of superficial implementation and budget misalignment.

Proposed Actions

• Identify key sector strategies in the new “Coalition Agreement” that can be harnessed to pursue sustainable development goals by highlighting the opportunities for the incoming government to optimise sector impact, including impact in the pursuit of SD, through greater cross-sector efficiency in decision-making.

• Define a strategic approach for harnessing policy coherence to achieve greater efficiency in decision-making for results, with clear priorities that, whether implicitly or explicitly, link efficiency considerations with the pursuit of sustainable development:

• Establish a focused, high-level PCSD/efficiency framework supported by measurable key performance indicators to ensure coherence, efficiency and continuity across political cycles.

• Embed PCSD and PCD in the Federal Plan and potential 2028 VNR: Use the upcoming Federal Plan and Voluntary National Review as vehicles to institutionalise coherence, reinforce accountability, and mobilise political and public support.

• Prioritise Cross-Cutting, High-Impact Policy Areas: Focus inter-ministerial coordination on specific themes like food systems and housing to streamline efforts and generate greater efficiencies in decision-making that demonstrate tangible results.

• Strengthen the Interministerial Conference for Sustainable Development: Reinforce the mandate and operational capacity of the Interministerial Conference to drive coordination on PCSD.

• Appoint a High-Level PCSD Champion: Nominate a Vice Prime Minister or equivalent as a national “PCSD Ambassador” to visibly lead the agenda and sustain political traction.

• Boost Administrative Capacity for Coherence: Allocate dedicated resources, staff time, and training for coherence-related work within ministries and coordination bodies.

• Introduce Systematic Coherence Screening Tools: Adopt policy screening tools—like Italy’s policy coherence matrix—to assess potential trade-offs and synergies at the early stage of policymaking.

• Integrate PCSD into Sectoral Plans: Mainstream coherence principles into existing sector strategies to ensure practical implementation without re-opening debates on the long-term vision.

Pillar 2: Effective and Inclusive Institutional Mechanisms

Workshop participants underlined persistent challenges in Belgium’s coordination mechanisms for Policy Coherence for Sustainable Development (PCSD). It was emphasised that while several institutional mechanisms exist, horizontal coordination between ministries remains limited. Participants proposed using a project-based approach to enhance cooperation and suggested improving the visibility and influence of key reports from institutions like the Federal Planning Bureau. Regulatory Impact Assessments (RIAs), though available, were criticised for lacking enforcement. To address this, participants recommended a structured, transparent consultation process, including a central consultation register and a forward-looking regulatory agenda. Leveraging digital tools already in place was also seen as a practical step to improve public engagement.

The discussion confirmed the confusion stemming from unclear institutional roles between national and federal levels, pointing out that while foreign policy has structured instruments for policy coherence, in the PCD legal framework, domestic PCSD lacks equivalent instruments. To remedy this, participants advocated for improved communication about institutional mandates, more accessible indicators, and consistent use of terminology around sustainable development. They emphasised using existing platforms like the Interministerial Conference for dialogue and called for broader stakeholder engagement beyond environmental topics, learning from international best practices in areas like budgeting.

It was also stressed the need to clarify institutional mandates and enhance effectiveness by focusing on fewer, more impactful bodies. The participants flagged the risk of institutional overload if mandates are reopened without clear purpose. Updating the National Sustainable Development Strategy was discussed, as many were unaware it existed. Capacity building emerged as a key priority, with suggestions for targeted training, peer learning, and onboarding for staff working on sustainable development. They also pushed for better stakeholder engagement and transparency, proposing mechanisms like citizen forums and potentially an SDG Parliamentary Committee to strengthen political oversight.

Summary of key challenges identified:

• Horizontal coordination between ministries lacks visibility, enforcement, and structured consultation processes.

• Institutional roles between federal and national levels remain unclear to stakeholders, with a need for better communication, consistent terminology, and broader stakeholder engagement.

• There is a risk of institutional overload, low awareness of existing strategies, and a pressing need for capacity building and political oversight mechanisms.

Proposed Actions:

• Clarify Institutional Roles and Mandates: Review and streamline existing sustainability mandates to ensure clear division of responsibilities across institutions.

• Reinforce the Interministerial Conference for SD: Strengthen its coordination role to align actions across ministries and levels of government, while securing the political support needed for effective implementation.

• Boost Visibility of Key Tools and Reports: Increase the use and accessibility of resources like SDG.BE and Federal Planning Bureau reports to support informed participation and evidence-based policymaking.

• Scale Up Capacity Building Across Public Administration: Expand PCSD training, onboarding, and peer learning programmes to equip civil servants with the tools needed for effective inter-agency coordination.

• Engage Federal Governments in Coherence Efforts: Actively involve regional and local authorities in policy design and implementation to strengthen coherence.

• Promote Balanced Multi-Stakeholder Participation: Ensure meaningful engagement of businesses, civil society, and citizens in coherence efforts to enhance legitimacy and inclusive decision-making

• Elevate Stakeholder Engagement and Communication: Improve public understanding of sustainable development by broadening communication beyond environmental issues to include social and economic dimensions.

• Identify best practices to improve the quality and consistency of opinions produced by advisory councils, their contribution to put PCSD and PCD principles into practice, and the best processes for ensuring that these opinions are understood and taken into account by the authorities.

Pillar 3: Responsive and Adaptive Tools for Policy Coherence

The discussions focused on the need to strengthen compliance, data accessibility, and the political culture surrounding regulatory impact assessments (RIAs) and sustainability monitoring. Participants emphasised enhancing the BOSA’s mandate to enforce RIA publication and accountability. They also highlighted the lack of systematic SDG impact assessments, particularly regarding transboundary effects, and called for tailored guidance. While a monitoring framework exists via the Federal Planning Bureau, its findings (notably, a 50% implementation rate of federal plan measures – data 2023 after two years of implementation) are not widely leveraged. Participants recommended a phased approach to indicator development, accounting for interdependencies, and discussed the use of composite versus. accountability indicators.

Concerns were raised about the underuse of existing research and evidence in policy decisions, noting that data access remains hampered by regulatory barriers. RIA reports are currently difficult to find, and a more transparent publication system was proposed. The participants emphasised the importance of a forward-looking regulatory agenda to engage stakeholders earlier in the policy cycle. While development cooperation already incorporates evaluations, sustainable development reporting remains underused by stakeholders. They urged broader uptake by parliamentarians, policymakers, and the public.

Participants noted that there seems to be political reluctance to evaluation and the publication of RIA results. Since 2015, RIA reports have only been released when included on the Council of Ministers’ agenda, creating a transparency gap. Although amending the royal decree could improve access, there is concern it could also weaken the current system. To improve monitoring, participants proposed complementary and spillover impact reports (with clearer guidance), especially for high-profile policies. There was a consensus that policymakers often fear evaluations, which hinders progress. Suggestions to address this included appointing a federal Chief Data Officer and improving data-sharing through BOSA’s digital tools. Dissemination of existing reports, especially from the Federal Planning Bureau, could be modernised with more engaging and visible communication strategies.

Summary of key challenges

• Strengthen RIA enforcement and transparency by expanding and strengthening BOSA’s mandate, addressing political reluctance, and improving public access to RIA reports and other performance data and evidence.

• Address data and evidence gaps by removing regulatory barriers to data access, appointing a federal Chief Data Officer, and modernizing dissemination tools.

• Improve SDG impact assessments, especially for transboundary effects, through tailored guidance and broader use in policymaking.

• Leverage existing monitoring frameworks e.a. by using Federal Planning Bureau findings more effectively and adopting a phased, interconnected approach to indicator development.

Proposed Actions

• Institutionalise Policy Impact Assessments: Go beyond implementation tracking by introducing regular, transparent evaluations that assess the real-world impact of policies, starting with a single area and expanding progressively.

• Strengthen and Systematise Regulatory Impact Assessments (RIAs): Make RIAs more consistent, transparent, and integral to policy design to improve accountability and coherence across government actions.

• Embed Coherence in Monitoring and Evaluation Frameworks: Integrate PCSD and PCD principles into existing evaluation systems to ensure that assessments inform long-term, cross-sectoral, and transboundary policy decisions.

• Enhance Transparency through Centralised Consultation Tools: Establish a public-facing policy consultation register and forward-looking regulatory agenda to support coherent, participatory policymaking.

• Unlock the Potential of Open Data and Digital Tools: Leverage initiatives like BOSA’s Open Data platform and explore the appointment of a Chief Data Officer to facilitate inter-agency data sharing and evidence-based policymaking.

• Improve Dissemination of Key Policy Reports: Boost the visibility and influence of Federal Planning Bureau outputs and other strategic reports through proactive, targeted communication strategies that report on performance against impact on sustainable development goals.

• Foster a Culture of Constructive Evaluation: Address political resistance to policy evaluations by promoting a learning-oriented approach that values transparency and continuous improvement.

Strategic take-aways

PCSD Awareness and Leadership Must Broaden Beyond Core Champions

While technical collaboration on PCSD is promising—particularly among a few proactive ministries and administrative bodies—political leadership remains limited and uneven. There’s a pressing need to broaden awareness, buy-in, and responsibility for policy coherence across the entire government spectrum, especially in departments not traditionally involved in sustainable development. Use the “efficiency” argument as a proxy for pursuing sustainable development in those sectors in which strategic objectives implicitly or explicitly contribute to achieving the SDGs.

Appointing a high-level political champion (e.g. a Vice Prime Minister as PCSD Ambassador), strengthening existing coordination structures (like the ICSD and Interministerial Conference), and embedding coherence into the next Federal Plan and the upcoming VNR are key opportunities to elevate the agenda and expand leadership beyond its core base.

From High-Level Vision to Institutional Practice

A general strategic commitment to sustainable development and policy coherence exists—but enforcement is limited and there is an (implementation) gap between institutional set-up and what it delivers.

To bridge this gap, Belgium needs to translate vision into systems: invest in capacity building, adopt coherence screening tools, and align planning, staffing, and resource allocation with PCSD and PCD objectives. Rather than opening broad strategic debates (e.g. revising the Long-Term Vision), efforts should focus on mainstreaming coherence into operational and sectoral plans.

Build on Existing Foundations Instead of Starting from Scratch

Belgium already has many policy tools, frameworks, and reports that could support coherence—such as sustainability legislation, planning documents, RIAs, and the Federal Planning Bureau’s monitoring work. However, these are often under-leveraged or disconnected.

The way forward is to map, align, and enhance what already exists—not to invent new tools. Systematically tagging existing strategies, using coherence matrices, and enhancing visibility and accountability of tools like RIAs and the Open Data platform can increase impact without overburdening institutions.

Meaningful Inclusion and Stronger Feedback Mechanisms

Stakeholders—including civil society—are engaged to varying degrees, but the quality and transparency of consultation remain inconsistent. Participants emphasized the need for clearer roles, better communication, and stronger feedback loops, so contributions from non-state actors lead to visible action.

Suggestions during the break-out groups included creating citizen forums, expanding stakeholder dialogue beyond environmental topics, and improving communication strategies around reports and consultations to prevent consultation fatigue and disengagement.

Strengthen Coordination

An important challenge lies in ensuring coherence both across federal government departments and with other governments in Belgium. This is critical to avoid fragmentation.

Proposed actions include clarifying institutional roles, reinforcing the Interministerial Conference, involving sub-national actors more effectively, and creating well-resourced, cross-sectoral working groups that can implement coherence in a structured, sustained way.

Conclusion

The PCSD workshop in Belgium represented a step in Belgium’s journey towards strengthening whole-of-government and whole-of-society approaches to implementing the 2030 Agenda. The discussions underscored that Belgium already has many relevant elements in place—solid administrative cooperation, a foundational sustainability framework, and active stakeholders. However, turning these components into a fully integrated and coherent system will require deliberate follow-up and structured coordination.

This guidance document can serve the government both as a reference point and a dynamic tool to inform efforts to strengthen policy coherence. It consolidates domestic insights and stakeholder views with comparative international practices, suggesting entry points for PCSD in national policymaking. This will be critical as Belgium prepares its contribution to the next Federal Plan for Sustainable Development (FPSD).

To sustain momentum, Belgium is encouraged to consider embedding the workshop outcomes in its existing institutional processes. Aligning with mechanisms such as the Interministerial Conference for Sustainable Development and the FPSD drafting process will contribute to ensuring continuity, avoiding duplication, and reinforcing coherence across sectors and governance levels.

Capacity-building also emerged as a central theme. Stakeholders showed strong interest in peer learning and collaborative formats to enhance technical knowledge in areas like coherence screening and sustainability budgeting but also in building a wider coalition of policy actors driving policy coherence in SDG implementation.

Finally, stakeholder inclusion and strategic communication is essential. Ensuring regular and meaningful engagement will help maintain legitimacy, encourage ownership, and support iterative learning. ← 1.  Note from CNCD-11.11.11: “PCD should be addressed as a policy coherence principle which contributes to PCSD, with particularly important intersections with PCSD, without being only ‘a part of’ PCSD’. At the Federal level, Belgium has a longstanding commitment to Policy Coherence for Development (PCD) (OECD Institutional Scan for Belgium – Assessment, page 63) in the Belgian development cooperation legal framework. The Belgian PCD policy framework relates to the coherence and, as much as possible, the mutual support between, on one hand, the objectives and outcomes of the Belgian development cooperation policies, and, on the other hand, other international principles and policies affecting developing countries in particular. This longstanding commitment is the basis of public PCD processes under the authority of the Minister in charge of development cooperation.

This Belgian PCD process is indeed “of fundamental importance for the implementation of the 2030 Agenda” and an important contribution to the PCSD process (instruments, institutional mechanisms and tools) placed in the sustainable development legal framework under the authority of the Belgian Minister in charge of sustainable development.”
