The purpose of this workshop outcome document (guidance) is to support Belgium’s Federal Institute for Sustainable Development (FISD) in integrating Policy Coherence for Sustainable Development (PCSD) principles into the next Federal Plan for Sustainable Development (FPSD). By strengthening PCSD, Belgium can ensure that policies across sectors align with the Sustainable Development Goals (SDGs) and contribute effectively to long-term sustainability objectives.
This document builds on the discussions and key takeaways from the multi-stakeholder workshop on PCSD, facilitated by the OECD on 18 March 2025 in Brussels, as part of the EU-funded project 23BE20 – Building Policy Coherence for Sustainable Development across the federal government in Belgium, supported via the EU-funded Technical Support Instrument (TSI) in partnership with SG REFORM.
The workshop brought together key Belgian federal institutions, non-governmental stakeholders, international peers from Ireland and Portugal, and OECD experts to explore ways to enhance PCSD in policymaking and implementation. It served as a platform to collect insights, engage with stakeholders, and validate project findings to ensure that the recommendations are grounded in Belgium’s current national context and priorities.
The guidance suggests entry points for PCSD, in line with the principles enshrined in the OECD Recommendation on Policy Coherence for Sustainable Development (the “PCSD Recommendation”) and aims to offer actionable recommendations for embedding PCSD within Belgium’s next Federal Plan for Sustainable Development.
