This OECD Policy Coherence Scan of Austria was produced by the OECD Directorate for Public Governance (GOV), under the leadership of Elsa Pilichowski, Director of GOV, in collaboration with the OECD Development Co-operation Directorate (DCD).
This report was prepared under the overall guidance of Tatyana Teplova, Head of the Global Partnerships, Inclusiveness and Justice Division, with Ernesto Soria Morales, Senior Policy Analyst, leading the work on policy coherence for sustainable development (PCSD). Eva Zandonella, Policy Analyst (GOV), led the diagnostic in the scan and oversaw the contributions of Natalia Ortiz Peñate, Elise Desplanques (GOV) and Carina Lindberg (GOV). Renwick Irvine, Team Lead, and Claire Naval, Lora Pissareva and Anjeza Llulla, working on PCSD in DCD’s Reforms and Partnerships for Development Impact Division provided input from a development co-operation perspective as well as additional reviews. Andrea Uhrhammer and Ciara Muller provided editorial assistance.
The OECD extends its gratitude to the Austrian Federal Government for its engagement and commitment throughout this process. This report is the result of close collaboration with the Austrian Federal Ministry for European and International Affairs (BMEIA) and cross-governmental mechanisms such as the Inter‑ministerial Working Group on the Three-Year Programme on Austrian Development Policy (WG 3YP) and the Inter-ministerial Working Group on the Implementation of the Sustainable Development Goals (IMAG on SDGs). The preparation of this PCSD scan involved broad consultations and validation from stakeholders across government, including the Federal Chancellery of Austria and the Federal Ministries of Finance; of the Interior; of Defence; of Agriculture and Forestry, Climate and Environmental Protection, Regions and Water Management; of Economy, Energy and Tourism; of Education; of Women, Science, and Research; of Housing, Arts, Culture, Media and Sport. Further contributions came from the Austrian Parliament, the Development Bank of Austria, the Austrian Court of Audit, the Austrian Economic Chambers, Statistics Austria and the Austrian Development Agency, as well as independent organisations and civil society representatives. The authors would like to express their appreciation to all of these stakeholders for their availability and insights. The OECD extends special thanks to Raimund Magis, Director, Ursula Heinrich, Deputy Director, and Daniela Bichiou, Expert, at the BMEIA Strategic Orientation of Austrian Development Policy Department for their support.
The project was funded by the European Union via the Technical Support Instrument, and implemented by the OECD, in co-operation with the European Commission.
