The Best Practice Principles on International Regulatory Co-operation were prepared by the OECD Public Governance Directorate (GOV) under the leadership of Elsa Pilichowski, Public Governance Director and Nick Malyshev, Head of the Regulatory Policy Division. They were drafted and managed by Céline Kauffmann in co-ordination with Marianna Karttunen and Camila Saffirio. Thanks are extended to staff of the OECD Regulatory Policy Division who provided inputs throughout the development of the document. The editorial process was co-ordinated by Jennifer Stein.
The authors are especially grateful for substantial discussions and invaluable insights from the members of the Steering Group on International Regulatory Co-operation (comprised as of 2021 of Australia, Canada, Chile, Colombia, the European Commission, Germany, Mexico, New Zealand, Norway, the United Kingdom and the United States).
The Secretariat pays particular thanks to members of the Regulatory Policy Committee who provided substantial comments and support to the various drafts of the document, particularly in April and October/November 2020, as well as members of the Network of Economic Regulators for their inputs. In addition, the document benefitted greatly from extensive inputs received throughout a public consultation conducted in January – March 2021, particularly from representatives of governments, international bodies, civil society as well as other OECD policy communities.
