The report was prepared jointly by the OECD Public Governance Directorate, under the leadership of Elsa Pilichowski, and the Directorate for Financial and Enterprise Affairs, under the leadership of Carmine Di Noia, in collaboration with the Government of Ukraine.
Part I (Planning for delivery: core functions of infrastructure governance) was prepared by Anna Bilous and Dejan Makovsek under the overall direction of Paulo Magina. Part II (Enabling environment for financing and investment in infrastructure by the private sector) was prepared by Hector Tajonar de Lara under the overall direction of Mamiko Yokoi-Arai. Iryna Koshel-Repnevska provided valuable inputs and support with local co‑ordination. Nicolas Pinaud, Deputy Director of the Directorate for Financial and Enterprise Affairs, and Janos Bertok, Deputy Director of the Public Governance Directorate, revised the report and oversaw its development.
