Throughout the PPD process and from the various initiatives that have been identified within each sector, there are a number of themes that can be highlighted.
1. Enhancing governance and supporting accountability. To support an effective economic transition in Libya, there is a vital need to address the issue of state-owned enterprises and their dominance of certain sectors. This restructuring will not only ensure a more efficient delivery of services in the country but will also allow for the private sector to access these sectors and services. Furthermore, ensuring effective anti-corruption measures are put in place and implemented will support the restoring of trust between the two sectors.
2. Reviewing legislation and regulatory policies. There are a number of reforms that are being held back by outdated legislation which requires reform and modernisation. Involving the private sector in this reform process will ensure the adoption of legislation that takes into consideration the barriers that face the private sector.
3. Ensuring transparent and sustained communication. This is vital not only between the public and the private sectors, but also within the two sectors themselves. The challenges faced by the fragmentation of public institutions and the separate business associations has highlighted the need to rebuild formal communication structures that can help portray a unified voice and ensure closer coordination.
4. Increased incentives for the private sector. The conflict within the country and the impacts of COVID-19 demonstrated a resilient nature persistent within the private sector. This trait needs to be further nourished and supported so that the private sector can compete in regional and international markets, but also help contribute more effectively to the reconstruction efforts of the country.
5. Promoting localised activities. The geographical nature of the country demonstrates the need to have more localised and subnational approaches to private sector development to ensure all the various voices within the country are incorporated.
