This report was prepared by the OECD Directorate for Public Governance under the Egypt Country Programme focused on improving infrastructure governance and delivery in Egypt.
Under the direction and oversight of Elsa Pilichowski, Director for Public Governance and Paulo Magina, Head of the Infrastructure and Public Procurement Division, this review was led by Robert Addison, Policy Analyst in the Infrastructure and Public Procurement Division (IPP), with support from BjØrn BØrseth, Sára Kende, Alexandra Green, Risa Terada and Dejan Makovsek, Policy Analysis and Advice, IPP. Further input was provided by Dr Ahmed Ghoneim and Mitja Jurgele. Dovile Bogusyte, Communications Officer from IPP provided editorial support.
The project was implemented under the overarching framework of the Egypt Country Programme, with the Ministry of Planning, Economic Development and International Cooperation (MPEDIC) serving as the national co-ordinator for all engagements with the OECD, under the leadership of H.E. Dr. Rania A. Al-Mashat. The OECD extends its profound appreciation to MPEDIC for its indispensable role in facilitating and advancing this initiative.
Special recognition is accorded to the Ministry of Transportation and the Ministry of Housing as Utilities & Urban Communities as the national entities that played a crucial role in providing beneficial insights and valuable input in shaping the review. In addition, the OECD also extends its appreciation to all Egyptian entities whose valuable expertise and contributions significantly enriched the project. In particular, the Ministry of Finance provided critical support and insights throughout the review process.
