The OECD Critical Minerals Initiative brings together the Organisation's expertise across a range of topics including investment, responsible business conduct, trade, taxation, development and the environment to help governments navigate one of the defining policy challenges of the coming decades. To this end, the Initiative provides comparative analysis and a platform for sustained dialogue between mineral-producing and mineral-consuming economies.
As part of the Initiative's work, this Regional Note examines Africa’s current and potential role in critical mineral supply chains and identifies the policy conditions under which African countries can turn this role into broad-based development. It focuses on six minerals (cobalt, copper, graphite, lithium, manganese and nickel).
The report aims to provide an evidence-based assessment of the opportunities and policy challenges associated with Africa’s growing role in global critical mineral supply chains. It aims to support African governments, development partners, investors and other supply-chain actors in identifying policy approaches that can strengthen resilience, promote responsible investment and increase the domestic value generated from Africa’s mineral resources.
