The International Network on Conflict and Fragility (INCAF) brings together OECD Development Assistance Committee (DAC) members working in fragile and conflict-affected contexts and the key multilateral agencies that support them.
INCAF helps its members engage effectively when they support the most fragile contexts, countries affected by conflict, and their populations, through lesson-learning and the promotion of good practices.
INCAF works with diverse stakeholders including: international financial institutions, the United Nations, OECD and non-OECD governments, civil society organisations, think tanks, and academic institutions.

Year founded
The International Network on Conflict and Fragility (INCAF) was created after a 2008 international forum that pledged to monitor the implementation of good practices in fragile contexts.

Members
All DAC members are part of INCAF, where they share knowledge and expertise, and agree on common principles in order to influence the global policy agenda on development and peace.

Observers
INCAF observers are seven international financial institutions, UNDP and the UN Secretariat.
The overlapping crises, shocks, the geopolitical and geoeconomic uncertainties represent an increasing risk to the world’s stability and prosperity. As the DAC reaffirmed its commitment to supporting countries facing high fragility, INCAF calls for a greater investment in long-term conflict prevention, peacebuilding and de-escalation to address both acute as well as structural threats. In its 2025 communiqué to the DAC, INCAF reaffirms the need for integrated approaches that align development peace and stability objectives—bridging national interests and DAC values in a strategic engagement with contexts facing high levels of fragility.
This 2023 Common Position was developed in support of the implementation of the Global Compact on Refugees and the UN Action Agenda on Internal Displacement.
It sets forward three engagement areas for development co-operation in refugee, internal displacement, and statelessness situations in low- and middle-income countries
The 2019 Recommendation on the HDP nexus was the DAC’s response to the call by humanitarian, development, and peace actors for strengthened policy and operational coherence.
The Recommendation acknowledges the engagement of a diverse range of actors, based on their respective comparative advantage, a shared understanding of risk and vulnerability and an approach that prioritises ‘conflict prevention always, development support wherever possible, humanitarian action only when and as long as necessary’.
