- This workshop was organised by the OECD in collaboration with the Ministry of Finance of Viet Nam and its Financial Institutions Department under the Clean Energy Finance and Investment Mobilisation Programme. It brought together representatives from the Ministry of Finance, financial institutions and other relevant stakeholders, with experts from ADB, the OECD CEFIM Programme as well as the OECD Platform on Financing SMEs for Sustainability, and The European Association of Guarantee Institutions (AECM), to discuss the small and medium enterprises (SME) financing landscape in Viet Nam and exchange perspectives on policy approaches to strengthen access to finance for MSMEs.
- The workshop provided an opportunity to take stock of the role of SMEs in Viet Nam’s economy, the main barriers affecting access to finance, and the broader policy and institutional context for SME finance. It drew on selected experience from ASEAN and other international markets, including OECD work on strengthening access to clean energy finance for MSMEs in the Philippines and South Africa, to illustrate how access to finance can support SME productivity, resilience and competitiveness.
- The workshop also considered the role of credit guarantees for SMEs, with a focus on how guarantee schemes can be designed and implemented as part of a broader SME finance ecosystem, alongside wider policy, financial sector and institutional measures.
