Artificial intelligence (AI) is a rapidly developing technology of global importance, deployed widely in many markets and for many use cases. AI requires a large amount of computing power, network capacity, and energy to operate. Competitive markets for these key infrastructure inputs are of crucial importance to the development of AI.
In December 2025, the OECD held a roundtable discussion to explore potential competition issues arising from the physical infrastructure underpinning AI development, particularly computing resources such as advanced chips, their supply chain as well as data centres and the energy and networking infrastructure needed to support them.
The discussion considered tools available to competition authorities, including merger control, antitrust enforcement and advocacy, assessing their relevance and limitations in addressing emerging challenges.
