Future well-being is measured via the resources needed to sustain well-being over time: specifically, countries’ stocks of, investments in, and depletions of economic, natural, human and social capital. Many of these capital stocks and flows stretch well beyond those “owned” by private agents and are, effectively, public goods. Future well-being is also assessed via some key risk and resilience factors that might affect its value in the future.
