The activity perspective tracks individual PSI activities, breaking down flows by sector, recipient, etc., regardless of whether they are counted as official development assistance (ODA) or not. Figures may be displayed as either gross disbursements or commitments, depending on the user’s selection.
The donor effort perspective measures the grant-equivalents of donors’ PSI activities. It is restricted to PSI activities relevant to official development assistance (ODA).
The donor effort may be counted either (i) at the point of transfer of the funds to a vehicle providing PSI to developing countries (institutional approach) or (ii) for each PSI transaction, between the vehicle and the private enterprise or institution in the partner country (instrument approach). DAC members choose one of those two points of measurement for accounting their PSI as “counted in ODA” (they are thus included in the ODA headline figure) and report the other for information (“for memorandum”), for transparency and monitoring purposes.
Figures are shown as net disbursements (before the implementation of the revised reporting rules) and grant equivalents (after the implementation of the revised reporting rules; see methodological notes).
