The OECD has been supporting country efforts in setting up national HSPAs which would be tailored to each country’s specific needs and local context. The OECD's methodology for HSPA framework development follows a systematic, highly consultative and collaborative process designed to ensure sustainability and stakeholder buy-in. This approach includes several key phases:
- The definition of a clear purpose and scope for the HSPA framework through stakeholder workshops and consultations to ensure alignment with national priorities
- Framework development using a participatory approach
- Indicator selection that results in a comprehensive set of indicators, including both readily available metrics and aspirational "placeholder" indicators for future development, creating a practical starting point for HSPA implementation and an agenda for strengthening measurement capacity.
In addition, the OECD's support focuses on capacity building to ensure HSPA sustainability in the beneficiary country, while promoting international best practices adapted to each country's specific context.
In 2021-2023, the OECD technically supported the Ministry of Social Affairs of Estonia and the Ministry of Health of the Czech Republic in developing their national HSPA frameworks. In 2024-2026, the OECD is technically supporting similar projects in Luxembourg and Slovakia. These projects have been funded by the European Union via the Technical Support Instrument, and implemented by the OECD, in cooperation with the European Commission.
