Artificial Intelligence is opening new opportunities for public employment services (PES) to improve support for jobseekers, assist employers, and enhance internal processes. Generative AI further expands these possibilities, and the EU AI Act accompanies such developments with safeguards to ensure transparency, fairness, and accountability. France Travail already uses AI in tools such as automatic CV analysis to identify skills and predictive models to support vacancy management, and it is deploying new generative AI solutions to support counsellors, jobseekers and employers. Guided by an AI strategy and an Ethical AI Charter, France Travail now aims to scale up its AI-supported solutions, explore introducing new tools as innovations evolve, and align with EU requirements. In Greece, DYPA sees AI as central to its digital transformation, with recent legislation providing the basis to define use cases and build a coherent strategy; it already uses tools such as a citizen-service chatbot and is developing additional projects, including a digital assistant and a matching tool.
Improving Public Employment Services through Artificial Intelligence in France and Greece
The OECD, in cooperation with the Reform and Investment Task Force of the European Commission (SG REFORM), is supporting the French Public Employment Service, France Travail, and the Greek Public Employment Service, DYPA, to strengthen the strategic, responsible, and effective use of Artificial Intelligence (AI) and data solutions. The action is funded by the European Union via the Technical Support Instrument (TSI).
