Twenty-nine officials from 15 Caribbean jurisdictions gathered for the Caribbean Regional Meeting on Tax and Development in Georgetown, Guyana on 30-31 July 2026, reaffirming the importance of regional co-operation to strengthen domestic resource mobilisation, modernise tax administrations and support sustainable development across the Caribbean.
Organised under the Caribbean Tax Outreach Programme, a regional initiative supporting tax capacity building, peer learning and dialogue on tax policy and administration issues across the Caribbean, the meeting brought together officials from Caribbean jurisdictions, development partners and business representatives to discuss issues central to the region's tax landscape, including the Global Minimum Tax and tax incentives, taxation in the tourism sector and tax administration. The Global Forum on Transparency and Exchange of Information for Tax Purposes also provided updates on international tax transparency standards and highlighted the Caribbean Dialogue, a regional initiative with the Caribbean Community (CARICOM)/Caribbean Organisation of Tax Administrators (COTA) supporting the implementation of these standards.
Participants underscored the importance of domestic resource mobilisation in addressing economic and climate-related challenges and achieving sustainable development. Development partners reaffirmed their support for implementing international tax standards, advancing tax transparency and strengthening tax administration tailored to regional needs and priorities.
The meeting was held alongside the 27th General Assembly and Technical Conference of COTA and concluded with a shared commitment to continue strengthening regional co-operation through the Caribbean Tax Outreach Programme and the Caribbean Dialogue.
About the Caribbean Tax Outreach Programme
The Caribbean Tax Outreach Programme is led by CARICOM/COTA in collaboration with the Commonwealth Association of Tax Administrators (CATA), the Inter-American Center of Tax Administrations (CIAT), the International Monetary Fund through its Caribbean Regional Technical Assistance Centre (IMF/CARTAC), the OECD and the World Bank Group. Established in 2025 in response to priorities identified by COTA members, the Caribbean Tax Outreach Programme supports tax capacity building, peer learning and dialogue on tax policy and administration issues across the region. Since March 2025, it has delivered seven technical webinars covering topics including e-invoicing, tax and crime, tax morale, transfer pricing and VAT on digital trade.
