Global Forum on Transparency and Exchange of Information for Tax Purposes

Following regional consultations conducted in 2025, Caribbean jurisdictions highlighted the challenges of implementing international tax transparency standards while operating with limited human and technical resources. At the same time, jurisdictions recognised that the effective implementation and use of these standards are essential to combat tax evasion, address illicit financial flows and strengthen domestic resource mobilisation.

In response, a 2026-2027 capacity-building programme has been developed and is currently being implemented, with a particular focus on the Common Reporting Standard (CRS), the Crypto-Asset Reporting Framework (CARF) and exchange of information on request (EOIR). 

Regional activities are regularly organised to support implementation priorities. These activities include:

• Learning opportunities, such as workshops, training programmes, thematic sessions and peer-learning exchanges, aimed at strengthening technical knowledge and supporting the effective implementation of tax transparency standards.
• Caribbean Connect sessions, quarterly virtual meetings that provide a platform for jurisdictions to exchange experiences, discuss practical challenges, and receive timely guidance from the Global Forum Secretariat.
• These regional activities complement the tailored bilateral assistance delivered to individual jurisdictions, ensuring that specific needs, priorities, and resource constraints are effectively addressed. 

The Caribbean Dialogue benefits jurisdictions across the Caribbean region:

The Caribbean Dialogue is implemented in co-operation with the Caribbean Community and the Caribbean Organisation of Tax Administrators. Virtually all members and associate members of the Caribbean Community are members of the Global Forum.
