What is high-quality blended finance? The OECD Principles have helped establish a common understanding among bilateral providers of development finance and private investors on the most effective ways of leveraging official development funds to mobilise private capital for sustainable development. For instance, the Principles emphasize the prioritisation of development over other objectives, the engagement of local stakeholders and capital markets, and the use of transparent monitoring and evaluation mechanisms. The comprehensive OECD DAC Blended Finance Guidance 2025 supports their implementation by practitioners, outlining practical steps and documenting good practice.
This toolkit, a companion to the Guidance, provides real-life examples in the form of case studies in various emerging markets and developing economies. Grouped in thematic areas highlighting challenges as well as emerging innovations in the field, they aim to inspire the design, evaluation or scaling-up of high-quality blended finance interventions. The toolkit is regularly updated to reflect the latest developments in blended finance.
