The legal instrument [OECD/LEGAL/0347], in force since 2006, has been fully revised in 2021 to address new technologies and policy developments, and provides policy guidance in seven pillars. In addition, the revision expands the scope to cover not only research data, but also related metadata, as well as bespoke algorithms, workflows, models, and software (including code), which are essential for their interpretation.
The Toolkit aims to assist Adherents in translating the normative framework of the Recommendation into policy practice by developing practical tools and guidance resources. It is based on inputs received from Members and Partners of the OECD Committee for Scientific and Technological Policy, as well as inputs from the STIP Compass database.
