Access to research data from public funding toolkit

The OECD Recommendation on Access to Research Data from Public Funding, in force since 2006, was fully revised in 2021 to address new technologies and policy developments, and provides policy guidance in seven pillars. In addition, the revision expands the scope to cover not only research data, but also related metadata, as well as bespoke algorithms, workflows, models, and software (including code), which are essential for their interpretation.

This toolkit aims to assist Adherents in translating the normative framework of the Recommendation into policy practice by developing practical tools and guidance resources. It is based on inputs received from Members and Partners of the OECD Committee for Scientific and Technological Policy, as well as inputs from the EC-OECD STIP Compass database on science, technology and innovation policies.

The toolkit is structured in four layers:

1. This homepage;
2. 7 pillar pages, which present the text of each pillar, options for implementation and potential hurdles and individual provisions;
3. 28 provision pages, each presenting the text of the provision, options for implementation and potential hurdles, as well as specific examples of implementation of the said provisions in Member and Partner countries;
4. 138 implementation examples (case studies) which can serve as inspiration to policy makers when designing policies in their own countries.

These pages provide a description of the policy, the background of its adoption, the objective, the target group, policy instrument type, and a link to the policy initiative website.

Part of the OECD’s Going Digital Toolkit, this note provides an overview of the open science movement, highlights achievements of open science including that in the context of the COVID-19 pandemic, identifies challenges to achieving all of the benefits that open science has to offer, and sheds light on the evolution of open science policies in a range of economies. 

In global emergencies like the coronavirus (COVID-19) pandemic, open science policies can remove obstacles to the free flow of research data and ideas, and thus accelerate the pace of research critical to combating the disease.
