The OECD’s Ukraine Country Programme supports Ukraine to leverage OECD expertise and best practices, strengthen institutions, and build capacity for successful reforms. As part of the Ukraine Country Programme, the Directorate of Education and Skills at the OECD is supporting Ukraine as it designs, develops and implements a major reform of its Academic Lyceums - general upper secondary education. The OECD has developed this report to provide insights and advice for Ukraine’s reforms based on international evidence and experience on upper secondary education.
