This paper presents a framework for a comprehensive database of climate change mitigation policy instruments, developed by the Inclusive Forum on Carbon Mitigation Approaches (IFCMA). The database aims to systematically classify and describe policy instruments across member countries, enabling detailed analysis and comparison. The data structure, building on extensive literature and pilot studies, includes a clear typology categorising instruments by their operating mechanisms (e.g., economic, regulatory, information instruments). It also incorporates standardised attributes to characterise policies, supporting a harmonised stocktake. The framework aligns with international reporting standards on climate policy action. It aims to enhance the understanding of diverse mitigation approaches, supporting global climate goals, while opening new avenues for empirical research on climate action.
