The objective of the National Dialogue on Water in the Republic of Uzbekistan is to generate a set of actionable recommendations for policy reforms in critical areas of water security, designed to improve water efficiency, a national priority for Uzbekistan.
In partnership with the Ministry of Economy and Finance and with the Ministry of Water Resources of Uzbekistan, the OECD and Asia Water Council (AWC) conducted an analysis of the economic, financial, institutional and technological dimensions of water management in the country.
The dialogue focused predominantly on assessing the enabling environment for investing in water security in Uzbekistan, the potential benefits and limits of introducing public-private partnerships (PPPs) in water sectors and on identifying technological solutions to enhance efficient water management and capacity building. This report presents a synthesis of these findings, jointly with a recommended action plan for The Ministry of Economy and Finance and the Ministry of Water Resources. The purpose of the action plan is to provide a set of actions to address challenges in attracting and sustaining investment in water security in Uzbekistan. These recommendations have been informed by research, expert opinions, national-level consultation and global case studies.
The OECD and AWC hope this Dialogue has and will continue to catalyse partnerships and discussions across ministries in Uzbekistan, sectors and regional counterparts. We also expect that it will be a source of useful discussion for other countries as well.
