The case studies presented in the report were first prepared for discussion at the 12th meeting of the Network of Economic Regulators (NER) in April 2019 on whether regulators’ legal frameworks and attributes (mandate, powers, functions) and management capacities (resources, technical capacity, agility) are adequate in a context of market transformation and disruptive technologies, and how regulators are using new technologies to design better regulatory tools, processes and services.
