The OECD Teaching and Learning International Survey (TALIS) is a collaboration between the countries, territories and organisations of the TALIS Governing Board, the OECD Secretariat, the European Commission and an international consortium led by the International Association for the Evaluation of Educational Achievement (IEA).
Gabor Fülöp led the development of this report and authored Chapters 2 and 7. Rodolfo Ilizaliturri developed the statistical processing that underpins all analysis. Alison Burke authored Chapters 1 and 6. Rodrigo Castaneda Valle authored Chapters 3 and 5. Marco Paccagnella authored Chapter 4. Heewoon Bae led the planning of this report. Paula Rodriguez Sanchez contributed analysis to all chapters. Sophie Vayssettes co‑ordinated country engagement. Emily Groves co‑ordinated everything else. Ruochen Li had the privilege of managing this wonderful team.
The development of this report was guided by Andreas Schleicher, Lucia Dellangelo and Yuri Belfali. Manuela Fitzpatrick contributed analysis about education policies. This report could not have been written without the contributions of former TALIS team members – Pablo Fraser, Hélène Guillou, Noémie Le Donné, Lina Nguyen, Asuka Ohagi, Judit Pál and Karine Tremblay. Duncan Crawford, Kevin Gillespie, Sophie Limoges, Sasha Ramirez-Hughes and Anna Wahlgren provided support for report production and communications. The authors wish to thank Lidia Gromadzka, Jason McGrath, Claire Shewbridge, Claudia Tamassia, Lydia Vosberg, for their support, insights and reflections.
The TALIS Governing Board, chaired by Siew Hoong Wong (Singapore), and the national project managers steered TALIS and provided feedback. The technical implementation of TALIS was contracted out to an international consortium of institutions and experts co‑directed by Steffen Knoll and Anja Waschk with Ralph Carstens providing senior counsel. Further conceptual and technical leadership was provided by John Ainley, Jean Dumais, David Ebbs, Sabine Meinck, Karsten Penon, Mojca Rozman and Adriana Viteri. Eleonora Kolomiets, Huyen Nguyen and Megan Sim provided valuable support. Design and development of the questionnaires were led by a Questionnaire Expert Group, and an independent Technical Advisory Group provided guidance on the technical aspects of the survey. Annex D of this volume lists the members of various TALIS bodies, as well as the experts who have contributed to TALIS in general.
Most importantly, TALIS wishes to acknowledge anyone who ever spent too long planning a lesson that did not work, who realised too late that assigning lots of homework led to lots of marking, who met with parents occasionally, then received emails from parents regularly and then received text messages from parents frequently, who wrote on a chalkboard, then a whiteboard and then a smart board, who frowned when a student called them mean, sighed when that student did not complete their homework and smiled when that student thanked them at graduation.
And finally, the members of the TALIS team would like to recognise these teachers who made a difference in their lives. Thank you for everything you gave to us.
