This publication is part of a broader project on Promoting Economic Resilience in Yemen, jointly advanced by the European Union (EU) and the Organisation for Economic Co-operation and Development (OECD), as part of the OECD-MENA Competitiveness Programme. Since 2020, the OECD has been working with Yemeni institutions and partners to create the conditions for viable, sustainable, green, and inclusive economic growth, and to promote private sector development.
The project supports the Internationally Recognised Government (IRG) of Yemen’s transition from a conflict-affected economy towards long-term recovery and development by enhancing reforms in three interconnected pillars:
Enabling effective functioning of key central economic institutions in alignment with their strategic objectives and individual mandates to ensure macroeconomic stability and effective economic governance for the IRG.
Creating a more conducive environment for private sector development through active engagement with economic practitioners from both the public and private sectors, building on the OECD’s methodology on Public-Private Dialogue.
Improving the effectiveness of the provision of aid to economic development in Yemen through the development of synergies and complementarity of approaches between the donor community and international organisations.
The first phase of the project, concluded in January 2024, consisted of an inception phase, during which the OECD led stakeholder consultations to map and develop a needs assessment on various priority thematic areas that contribute to the Project objectives. The second phase took forward recommendations emerging from the needs assessment through developing further analysis and implementing focused technical support and capacity building for key economic institutions in Yemen.
With the completion of the first phase, the European Union and OECD decided to collect the different contributions and make them available to a larger audience of actors interested in supporting the reinforcement of the economic governance institutions in Yemen, as the necessary vehicle to implement the policies needed by the country. This report synthesises the main outcomes of the first phase of the Project, including sector-specific analyses, key challenges identified by stakeholders, and actionable policy recommendations aimed at supporting Yemen’s path toward economic resilience and inclusive growth. It also outlines opportunities for sustaining dialogue mechanisms and deepening reform momentum in the years to come.
